If you wish to play a serial killer, first be sure you fully understand relevant rules regarding RDM and Torture. Once you are confident your plans will work within our ruleset, open a general ticket with Staff for permission to continue. Staff will tell you whether you are free to go ahead or if you need to wait because there are already a number of similar scenarios active in the city. This is to help mitigate police investigation and civilian victim burnout.
